Our mission is to connect our community to support, promote, and inspire educators by funding imaginative and creative opportunities in Whitehouse ISD.
About the Foundation
The Foundation is a bridge between the private resources of the community and the needs of the classroom. We fund educational programs and projects through fundraising to award grants to employees of Whitehouse ISD. We want to empower our educators, encourage innovation and creativity in our classrooms, and engage the community to transform the lives of our students.
Our goal is to positively impact every student in the District and support the mission of Whitehouse ISD, which is to inspire and equip students through innovative and challenging opportunities.
The Whitehouse ISD Education Foundation is a 501(c)(3) non-profit organization organized under the laws of the State of Texas in 2014. The Foundation was organized and will be operated exclusively for educational and charitable purposes. As a result, all contributions to the Foundation are tax-deductible under the Internal Revenue Code.
2025-26 Board of Directors
From the start, WISDEF has been passionate about and committed to a minimal operating budget in order to fund the maximum amount of grants. Our Board of Directors is a working board comprised of dedicated volunteers, each giving of their time and talent to support the mission of the Foundation.

Meet the Executive Board
Kelly Flanagan
President
Kelly grew up in Fort Worth, TX and graduated from Texas A&M University in 2002. She married her husband Al in 2004 and the Flanagans moved to Whitehouse in 2009. They have four children who are currently students in Whitehouse ISD. The family attends South Spring Baptist Church where they have served in the children’s and pre-teen ministries. Kelly can usually be found watching one of her four children playing sports. She enjoys traveling, cooking and spending time with her family and friends.
Scott Dillingham
Past President
Scott graduated from Whitehouse ISD in 1994. He married Sarah (a city girl graduating from Tyler Legacy), and they currently have a son attending WHS. Sarah is a counselor at the Junior High and an LPC. Scott is the Executive Director of the Office of Digital Learning at UT Tyler, where he graduated with an MBA and M.Ed. Since moving back to Whitehouse in 2004, he's served on city boards, church boards, and youth sports organization boards. Scott enjoys stories - reading books, listening to podcasts, traveling, and doing things to earn stories.
Nancy Farrell
Secretary
Nancy grew up in Sulphur Springs, Texas, and graduated from Baylor University in 2006. She then received her Master’s Degree in Speech Language Pathology from the University of North Texas. Nancy and her husband, Steven, were married in 2008, and that same year relocated to Tyler, Texas, as they missed their East Texas roots. Steven is a Real Estate Broker, and Nancy worked for Whitehouse ISD for over 7 years as a Speech Language Pathologist. Now she enjoys being a stay at home wife and mom. They have two children who have been in Whitehouse ISD since Kindergarten. Nancy is very involved on the PTO Board at Stanton-Smith Elementary, WJHS PTO and her church, Green Acres Baptist Church. She enjoys shopping, traveling, and spending time with her family and friends.
Nicholas Charest
VP Development
Nicholas is originally from Olton, Texas. He met his wife, Jessica, in Lubbock during her OBGYN residency while he attended Texas Tech University. In 2018, the Charest family moved to Tyler to be closer to relatives. Nicholas is a proud stay-at-home parent to their three children: Henry, Meredith, and Ethan, who all attend Brown Elementary. He is actively involved with the PTO organization, the Backpack Program, and the Whitehouse Education Foundation. Nicholas enjoys attending Texas Tech games, playing fantasy football, spoiling the family’s sheepadoodle, and cooking.
Heather Dobbins
VP Marketing
Heather and her husband Jeremy are originally from North Louisiana and moved to Tyler in 2019. Jeremy works at UT North Campus as a medical physicist in the cancer center. He is the brains of the operation and she is the creative side. She has enjoyed working as a gymnastics instructor and a florist over the years. Currently Heather is a stay at home mom of two in the district. She enjoys reading, creating special holiday moments for her family, and photography.
Kristin Hanover
VP Events
Kristin, her husband Wes, and their 2 kids have called Tyler home since 2022, after moving from the DFW area where Kristin grew up. A 2007 graduate of TCU, Kristin is a licensed health and life insurance broker with Key Health Broker. She stays actively involved in the community, serving on the PTO board for Brown Elementary School and participating at Marvin Methodist Church. Kristin loves reading, running, traveling, and cherishing time with her friends and family.
Chad Hutchins
VP Grants
Chad was born and raised in East Texas and is a proud graduate of Whitehouse ISD, Class of 2004. He met his wife, Carla, in the first grade, and together they have continued their connection to the community. Carla is a 2nd-grade teacher at Brown Elementary, and their twins, Maggie and James, attend Whitehouse schools. Both Chad and Carla graduated from Abilene Christian University. As an entrepreneur, Chad has started multiple software companies, but his favorite role is coaching his kids' sports teams and spending time with his family.
Sydney Jay
VP Finance & Governance
Sydney grew up in Whitehouse and attended Whitehouse schools K-12. Sydney married her husband, Spencer, in 2021 after graduating from Texas A&M as a Doctor of Veterinary Medicine. They moved back to Whitehouse with their pets, Ivy, Piper, and Charli, and currently own Azalea Animal Hospital. When not working, Sydney is very involved in her church and enjoys baking, crafting, and traveling!
The Foundation is run by an all-volunteer Board of Directors from the Whitehouse ISD community.
We are a separate legal entity from Whitehouse Independent School District.
